Surveillance Technologies and Privacy: Automatic Number Plate Recognition

The development of modern-day surveillance technologies, which are significantly more intrusive than their predecessors, raises a number of data privacy concerns. In October 2014, the ICO published its updated code of practice for surveillance cameras and personal information (available here) to address some of these concerns. One of the technologies that the new code considers is automatic number plate recognition or ‘ANPR’.
This article, which first appeared in Privacy & Data Protection (PDP Journals, Volume 15, Issue 3, Jan/Feb 2015), looks at the specific data privacy challenges that arise from the use of ANPR technologies. It considers the key messages contained in the ICO’s new code and advises on ways to comply with the Data Protection Act, when making use of ANPR systems.
